Somalia’s Post-Conflict Experience: Political Rifts, Security Challenges, and Social Crises

This volume, published as part of the 6th Annual Forum for Ideas (AFI) hosted by the Heritage Institute for Policy Studies, features six peer-reviewed papers examining Somalia’s complex post-conflict landscape. Held in Djibouti in December 2022, the forum brought together over 500 participants to explore the theme “Climate Change and Conflict in the Horn: Challenges, Responses, and New Mandates.”

The selected papers in this report address the political, security, and social dimensions of conflict in Somalia—from governance disputes and militant groups to institutional fragmentation and societal intolerance. The second half of the volume offers practical strategies for reconciliation and reform, including federal-state dialogue, inclusive education policies, cultural engagement through Somali poetry, and efforts to foster religious tolerance. Together, the papers offer valuable insights for policymakers, researchers, and peacebuilders committed to Somalia’s long-term stability.
