Towards A Resilient & Inclusive Future: Somalia’s Strategic Outlook, 2026–2030

The Heritage Institute for Policy Studies (HIPS) is pleased to publish the report of the 9th Annual Forum for Ideas (AFI 2025), held from 30 December 2025 to 1 January 2026 in Dhusamareb, Galmudug State, under the theme “Towards a Resilient and Inclusive Future: Framing Somalia’s Strategic Outlook, 2026–2030.”

AFI 2025 brought together senior federal and state leaders, former presidents and prime ministers, parliamentarians, religious leaders, academics, civil society representatives, and international partners for in-depth dialogue on Somalia’s political transition, governance priorities, security challenges, and humanitarian concerns. The forum was formally opened by H.E. Sheikh Adan Mohamed Nur Madobe, Speaker of the Federal Parliament, and concluded with closing remarks by H.E. Hamza Abdi Barre, Prime Minister of Somalia.

Through plenary sessions and thematic panels, participants examined constitutional review and federalism, electoral credibility, external interference, regional geopolitics, and Somalia’s sovereignty, alongside climate-related and humanitarian challenges. Discussions emphasized the importance of inclusive dialogue, institutional accountability, and long-term, resilience-based approaches to governance and development.

This report captures the key discussions, themes, and reflections from AFI 2025 and contributes to ongoing national conversations on Somalia’s strategic direction for the 2026–2030 period.
