Managing The New Political Order
Somalia’s electoral dispute is commonly described as a constitutional disagreement: the federal government advancing direct elections, opposition groups insisting that any departure from the clan-based selection system requires a consensus that has not materialized, and international partners calling for dialogue. This commentary argues that the description is correct but incomplete. The central issue is that the balance of power that has shaped Somali politics for thirty years, an order anchored in Nairobi and sustained by external mediation and security support, is shifting toward Mogadishu, and every actor in the dispute is contending with the consequences: a government whose case for bringing authority home has become entangled with the interests of an incumbent, an opposition whose defense of the existing framework reflects both legitimate concerns and its own advantage within the old system, and federal member states resisting the same shift of authority between the capital and the regions.
The commentary concludes with a framework for managing the transition: an inclusively appointed electoral commission that no side can pack, a fixed election date beyond any single institution’s power to change, published registration timetables and budgets, and agreed caretaker arrangements for expired mandates, alongside commitments from the opposition, the member states, and international partners, whose emphasis should shift from political mediation toward support for Somali institutions. The electoral dispute, it argues, is ultimately a test of whether stronger state institutions can coexist with political limits.
